Japan after 35 years into the n-program by 1991,had nuke installed capacity of 31645 MW but delivered 1197 MW-y nuclear energy against an investment of 231264 MW-y. France was 22 y into the n-program by 1991,had installed capacity of nukes of 54474 MW, had invested 269808 MW-y in building nukes but delivered -20193.5 MW-y, that is, it was still supplying energy to nuke industry and the society received nothing! On what basis is the government of India going ahead with its nuke program of 24000 MW capacity, when its energy audit shows that 28 years into the nuke program by 2025, it will still be supplying energy to the nuke industry by 8016 MW-y while the energy investment in the n-program would be 112000 MW-y? Either put up or shut up. Writing personal defamatory attacks on fellow citizens displays a crack like the ICRP is compared to science that is contained in ECRR 2010. I will tell you a secret of India: India began its nuke industry via its research facility BARC in late 1950s. Its 2012, what is the nuke capacity? 4780 MW. Total thermal, hydro and nukes 199627!Thus right today the percent nukes is 2.34%!
Dont you find that it is a commendable feat? Let us hope that they will have no more nukes. But nuclear terrorists are embarking on a continuation of the nuclear war to reach 63000 MW by 2032. And of course grow further! And year after year the society will not get any electricity outside the nuke industry(cost per unit infinity).
There is no pure reason for the non harmonised.
The superior way
Use enjoyably living energy by pedal power driven generators via grid tie inverters plugged on to the grid. The Indian population at 100 watts per head will generate a peak power of 500 million people of 50000 MW in two years! Use vapour absorption ac and save 65000 MW electricity.
Think outside the box. People produce outputs useful to society like electricity. Their excreta are gratefully accepted by mother earth. Nuclear wastes must be isolated, practically forever from mother earth.

Mahatma Gandhi's exhortation is more relevant today: Production by the masses!

The land use by living energy production and use is minimal at 1000 MW per sq.km. Nuclear power does not give any net energy to society and hence land use is negative! People pass away and are gratefully accepted by mother earth. People non clonally reproduce in love and they are sought to be controlled! And they want to manufacture nukes and what reasoning guides them to this bankrupt policy? Note that when the 1000 MW are produced by by No 1 at Kuda, 667 MW or more goes towards the production of one more unit, Kuda 2. But if two units are to be constructed at Kuda, 1334 MW are gobbled by the programme. Where will they get the 500 MW extra? From coal of course and hydro! So really there will be no power available to society. Any amount of shouting will not make available any power from Kuda 1! And so on. No power ever to Tamilnadu! Be rational and accept the facetiousness of the programme. Stop the ludicrous nuke programme in its tracks. See the explanatory note below.

Thereafter he may give his opinion. Till then his article will be regarded by geniune scientists like Mueller and believers in truth like Mahatma Gandhi as nothing short of witchcraft. The International Commission on Radiological Protection radiation risk model based on external radiation effects is not scientifically applicable to internal radiation effects. The scientific model applicable to internal irradiation is described in the above reference, the finding of which is that dose has no meaning for internal radioactive contamination. The least possible dose- a single ray emitted by a radionuclide residing within the body can have and by applying the precautionary principle, has been found to have unacceptable health effects because it can damage a part of a cell having miniscule mass and hence the averaging concept of dose is meaninglessly docile or even give a false notion of hormesis! I feel people should be educated in the truth about radiation, not on a model which is falsely claimed as true!

In the Hindu article under comments two persons have raised the pronuke arguements about benefits of nukes. Here are my rejoinders:
Ram K and Anand are doing a grievious disservice to all life when they lie about nuclear energy. Anand must know that CT scan is voluntary and damage done by radiation from nukes is involuntary. As far as benefit goes they are ignorant of the fact that nuclear energy programmes consume all the electricity they produce leaving none for society. All that nukes give is to pose the greatest danger to all life for millions of years by radionuclides criminally lodged inside the living beings without their consent, let alone of future generations. These citizens must learn from the reference I have cited and stop supporting perfect mass murders forthwith. Nuclear supporters have one job given by the people which is to slave for thousands of years to keep the nuclear poisons from the biosphere. And let them work on this.
Anand comes with an oft spoken of misunderstanding of the dual demon that the nukes are and the question, if nukes are consuming all the energy they produce, how are they supplying electricity?!
The question Anand puts is understandable because such questions are put even by nuke specialists or vested interest scientists! When one is ignorant of the energy balance sheet, one leads directly to perfect mass murders on the scale of extinction! The deaths from nuclear fuel cycles even during normal operations are discussed in detail by a former Chair of the USNRC Dr John Gofman. I have discussed these in Health Effects of Nuclear Power. A perfect mass murder occurs when deaths cannot be pinpointed to a certain cause like :"The nuclear reactors caused this death"! That is why with impunity did the governments conduct atmospheric nuclear tests and analogously the nuclear fuel cycles of the world during normal operations are also being operated(criminal). United Front to ensure democracy delivers justice

The specialist foci must harmonise with nature. People fighting specialist battles must come under one umbrella to build awareness on the characteristics of modern civilization by recognising that all the problems have a common thread. Thus they all should come to recognise the root of all their problems: Modern civilization rests on a false foundation that we can extract materials from the earth because they are separate. By recognising the truth that all are rigidly interconnected, we shall change to a way of life in harmony with nature. Consider the following discussion on the Kosi problem, the dams, the forests, the energy problem and the genetically modified organisms.

Commentary

The broad picture of modern civilization being the cause of misery of people in the Kosi area was being missed while attacking apparently the very special Kosi fan problem. This was the reason for trying a different and truer perspective of handling the one major problem-modern civilization-while tackling such individual problems. This was my reason for bringing in apparently diverse issues, because the almost half century of fight against the powers on the solution to this or to any other problem has proved futile. It always resulted in bypassing any opinion other than the officialese on the Kosi problem or the nuclear issue or the food issue(GMOs) or any issue you may raise. They all have a common underpinning, fascism- we usurp all the power- we control everything. We dont care about the Kosi fan people or the people of India for that matter!

So the focus on the Kosi problem must have this broader perspective which will not be available until we solve the root cause of neglect of ALL people's problems. In small self sufficient communities we design around our ignorance and automatically local solution may prevail as the perfect design. Shri Mishra's solution(to the Kosi problem) is elegant and applicable to a host of similar situations, if only we choose normal civilization based on harmony with nature and apply it to local circumstances.

In the article Is justice in or out ?(See Reference 1 below) I have brought out the central dogma of modern civilization and set it out against its problems= making us labrats even to the extent of ushering in extinction. When we neglect to respect the fundamental behaviour of nature and volunteer to go against her, beyond her benign margins, what do we see in Kosi? Kosi fan rebels against this, breaks all the barriers, whether it is done by the people or the river. We cut forests and build dams and when the result is extremes of rainfall patterns, the dam is subject to patterns of surges of inflow much beyond its design basis and fails, or the canal side fails and makes the entire river go to its natural course instead of the narrow path it is forced to follow by specialist design. The interconnections of nature are ignored and man-made forces build up stresses within the earth and climate change results! For example, climate change causes forces resulting in violent vibrations of the foundation of the dam itself and sooner or later it goes beyond its design basis(Reference 2). The ageing of these structures is another issue that has been neglected. In other words nature's interconnections via the giant pumping actions of trees and the sun and underground water flow and riverine flows are replaced by forces created by dams new to nature! This ends in nature's break up resulting in earthquakes and aggravation of climate change and thereafter nature turns round and destroys man's creations set up apart from nature!

It is now a simple matter to see how the same ignorance drives the biotechnology regulatory authority of india (brai) bill as brought out by the Reference 1 below: Just in 2009 they(the specialists) discovered that the central dogma of molecular biology is false! One gene does not result in one protein! A mixture of genes and other properties of the cell in unknowable interconnected fashion result in a given trait of a given creation of life! This rigid interconnectedness limits by evolution the great creations of nature to the myriad forms and characteristics we observe and we have not observed! To forcibly cut a particular gene string from one organism and introduce into another organism destroys the natural attributes of the organism into which the gene has been spliced and the resultant would be having totally different characteristics from what was intended! Thus a particular trait is unique to that particular organism created over many generations! Thus the specialists would like to try the new scheme on nature and on us LABRATS, exactly as the specialist engineers ignoring the interconnections of nature, spliced in the Kosi snake against the will of Kosi, the people of the area and the fan!

Understanding the problem this way, we the people will all come together to defeat the fascists' ignorance and place before us all how nature works. And incidentally, we, enountering seemingly myriad problems, will at once see: Ham sab ek hai! Our problems all have a common root: Modern Civilization.

So the fishermen's problems become the Kudankulam struggle's problems or of the Jaitapur struggle's or of those fighting the Corruption issues or indeed the dam issues and the forest and river issues and the question of deficit financing and the question of grains rotting or the FDI retail or the displacement issue and we all land into one struggle within the constitution and sow the seeds of a normal civilization(Reference 3).

Mahatma Gandhi saw through the interconnections of these myriad problems and proclaimed as long ago as 1908: Given enough time modern civilization will destroy itself! But he did imply it will destroy life itself. So people facing all shades of problems, unite under the banner of harmony with Mother earth or perish!
Conclusions.
Democracy can be hijacked by fascists- the fellows who will usurp everything from most of us and leave us to extinction. Nuclear power and biotechnology are just two pillars of modern civilization(mc) based on false premises- witchcraft masquerading as science. This sad picture of democracy shows that mc has failed completely and we must embrace the fundamental principles of a normal way of life which recognises that we must adopt only ways of living which can design around our ignorance. Only this, while recognising the interconnectednes of everything in nature, will enable living in health here and now, without us becoming labrats of specialist societies. mc has become a playground for the dangerous unacceptable ways of specialists who claim to know everything and bypass democratic principles reducing us to slaves. People should all get together in each and every state to ban modern civilization's excesses constitutionally: Revolution!

Modern Civilisation is abnormal. The biggest culprit is specialisation - a specialist society, a new caste system infinitely more dangerous than that in the Hindu religion. Knowledge in such a society is imperfect. It sees the separate existences apart and seeing them apart, holds it to be true. Whereas a normal civilisation is based on true knowledge: To see one changeless life in all the lives, in the separate,the one inseparable. The aim of normal life is to live in health here and now by designing around our ignorance(1). The aim of the modern is to commercialise everything, even life(2). While in the USA and similarly placed nations(so far a handful) Genetic Modification(GM) has widely infiltrated into food, India is in the comfortable position of self sufficiency in non-GM food assuming a responsible public distribution system is put in place soon so that the poorest of the poor are healthy with access to healthy affordable food here and now(hence non GMOs(Genetically Modified Organisms)). There is absolutely no case for GMOs in India, she being the home of many foods including grains, fruits and vegetables in plentiful supply.
In the process of profiteering, imperfect knowledge never ever graduates to perfect knowledge(It is highly profitable to have an ill informed public). So imperfect knowledge sows the seeds of the destruction of modern civilisation. “Given enough time, modern civilisation will destroy itself”, as Mahatma Gandhi put it way back in 1908. But the destruction takes in its wake prematurely more than 4 billion lives as three identical predictions made by eminent social observers in vastly differing times and spaces indicate: Vyasa (3200 BC), Vira Brahmendra Yogi(1560 AD) and Nostradamus(1560AD). After the transition now in force from a way of life based on untruth to one based on truth, the remaining human beings will perforce abide by the truth.
Mahatma Gandhi’s vision of the normal ensured that all activities were geared to better the condition of the poorest of the poor here and now. He made enjoyment of living energy of the mind and body central to a normal civilisation which was based on the principle of return-return all you took in a form useful to life always. His constructive work gave life to handloom cloth and small self sufficient communities.
The good life based on the inseparability of its members does not allow inferior ways of life like the following:
1. Destruction of forests even for a good reason and carrying on with less efficient ways of living on such land.
2. Transforming groundwater storage to surface waters through a massive programme of dam building.
3. Make many activities of modern civilisation dependent on centralised generation via distribution schemes in low efficiency equipment like vapour compression air conditioning.
4. Gargantuan demands of water for various felt needs like irrigated agriculture, industry
including thermal and nuclear power station programmes which are forever net energy consumers when the overall inputs and outputs are included in an energy audit including wastes of the overall process.
This results in increasing requirements of other forms of electricity production to meet nuclear industry demand.
5. Enormous electricity production in this way results in need for enormous capacity installation of hydro-generation to meet sudden energy and power demand changes simultaneously across nations.
6. Sudden electricity demands and other consumptive industrial and domestic water needs
simultaneously across nations cause sudden surges of water pressure at the centres of gravity of water masses behind dams. Such sudden water pressure changes amount to order of magnitude higher water presssure heads than the height of Mount Everest every second( of the order of magnitude of 100 kilometers every second). The forces and bending moments unleashed are of the same order as for earthquakes, including major to great earthquakes. These enormous sledge hammer effects cause surges of Love and Raleigh waves to travel continually through the crust of the earth, causing enormous friction heat to be developed across every fault they encounter. Such processes result in hotspots across the globe, in a positive feedback to the earth’s intrinsic control mechanism resulting in rock melts and earthquakes. Such shocks cause strains to rise in surges across the globe. These result in further hotspots. The temperature differentials result in cyclones, hurricanes, tornadoes, floods, landslides,
tsunamis, fires,deaths and destruction very very frequently. As dams and power stations continue to increase, these problems intensify catastrophically. These are the safety lacunae not addressed by water demands met by dams. Such weather changes on a continuous basis are major components of what is being experienced as climate change by man.
7. Such man-made natural disasters are resulting in sudden hotspot clusters affecting even
airplanes,when they pass through such sudden steep gradients.
8. Such sudden surges go beyond the design basis envelopes of airplanes,trains,buildings,bridges.

9.When devastating earthquakes begin to occur at nuclear power station locations, the nukes go
beyond their design basis envelopes and explode spewing into the globe far and wide catastrophic amounts of radioactivity, making everything radioactive(Genpatsu Shinsai/Chernobyl Syndrome). People then do not know whether to go in out. At Kashiwazaki Kariwa in Japan this scenario came near to occurring. And Fukushima is worse than Chernobyl.
The 20 km radius evacuation zone around the stricken nuclear park at Fukushima means a potential forest with enough biomass density to be a 1200 GW power flow has been replaced by a death dealing big big radiation zone for a long time- not even a 9.9 GW nuclear plant! Japanese want a phase out of the permanent waste park that nuclear plants in Japan and elsewhere are!
10. One of the most destructive features of modern civilisation is that its designs are based on ignorance of their effects in practice. The other classic example apart from nuclear power programmes is the GMO. So many GMOs have come into ignorant public use based on witchcraft. Example: In deep ignorance it was assumed that GMOs and traditional foods are substantially equivalent, based on a false central dogma of molecular biology, which claimed a gene to behave in isolation in the production of a protein. By 2009, the specialists found that the gene is networked. This gave rise to the serendipity that a gene which had a certain characteristic in a certain host when introduced into another organism
resulted in a product new to nature! Note that all the while nature is working while the specialist
revelled in ignorance of her workings and based his designs of nuclear reactor fuel cycles and GMOs on premises based on ignorance-witchcraft. And subjected millions of people and animals to dangerous tremendously increased health risks. Totally unpardonable! Untested new organisms were put up in the market cleared by the relevant food and drug administrations. Does it ring a bell with BP gulf gush? There is nothing more tragic than ignorance in action.
11.The ENCODE and GRID projects not only brought out the ignorance of the specialists regarding the true nature of GMOs and nuclear risks, but also the false premises on which safety regulations of such activities are based. Internal radiation contamination played havoc on the networked gene. The introduced gene into the traditional food became infinitely dangerous to life.The so-called junk DNAs were active participants in the DNA processes of metabolism and non-clonal reproduction and created risks which were found to be orders of magnitude higher than that assumed by the ICRP regulations which were really PRE-DNA witchcraft based on extrapolating the effects of external radiation! This paralled the false and unsafe presumption of GMOs being substantially equivalent to traditional foods and crops.
Why are GMOs not the way to make food?
Because in nature everything is interconnected. So really nature puts a limit to the direction in which life evolves. So tearing a gene apart from one seemingly separate life form and introducing it forcibly into another, breaks this rigid interconnection which assures health here and now! Since the effects of interconnection in resulting in evolved health are unknowable because of the myriad interconnections and we have to eat the successful foods to live in health here and now, we must design around our ignorance by practicing the principle of return. Hence GMOs are not food. They are by the application of the precautionary principle something which we must avoid. Hence the normal way of life(1).
12. What then is the priority for countries like India?
The Public Distribution System(PDS) must be assured to help better the nutritional status of the poorest of the poor members of the community so that the human rights are not trampled upon. The PDS must have as its input healthy food.
13. Take up the millennium challenge to live in small or manageably small self-sufficient communities and design around your ignorance so you can live in health here and now. Health is not just absence of disease- it is a state of mind and body in harmony with nature.
